Public procurement is conducted under rules that assume bad faith, which is why a defensible process matters as much as a good outcome and why officials are held personally to steps they may not have written. This course covers both. Delegates work through the legal and regulatory framework governing public buying, the methods available and the thresholds that decide which applies, and the committee structure separating specification, evaluation and award. Bid documentation, evaluation and award recommendation are covered. Irregular expenditure is addressed concretely, including how ordinary decisions create it. Deviations, expansions and the emergency route that attracts most audit findings follow. The course closes on records, on responding to an audit query, and on the personal consequences of an unlawful award.
